Changing cron to match expected overpass times for CONUS

This changes the timing of scheduled jobs. Specifically, it changes the timing of "NRT" jobs to be 8 times daily between 6:30am (UTC) and 9:30AM (UTC) and 18:30 (UTC) and 21:30 (UTC). This roughly lines up with when satellite overpasses CONUS. This also changes the cadence of the data-update job to every 15 min between those same hours.

NOTE: This assumes UTC of the system submitting jobs.
