- Replace `open` with `fsspec.open` to be robust to S3 paths.
- Make directory-checking code ignore S3 paths (which don't have
  directories).

main changes are to FireMain.py to set the dates and locations which run, as well as FireIO--which has the original col names that should work by default with the monthly snpp data from the fuoco site. this is not yet tested.
