FEMA: needs "usable" web service suitable to their standards

Background:

FEMA saw the vector service and had some problems with how slow it was.

Acceptance Criteria:

• maybe give FEMA the API with the "real-time" updating fire perimeters?

• Do they need an ability to download a subset of stuff and docs?
• How do we want to deliver this product question. Where does the documentation live?
• Is jupyterhub notebook good enough for a deliverable?
